Denali Village FTW 296/297/298
Family Housing Replacement
Fort Wainwright, Alaska
This Project is designed to achieve a SPiRiT Gold rating.
The Denali Village Project was a $117.9 million dollar design/build, fast track, phased turnover project constructed on Fort Wainwright in Fairbanks, Alaska. It involved the design of 200 housing units in four-plex configurations of which 182 units are 3 bedroom Junior Non Commissioned Officer units in three different designs with 11 of these units being ADA adaptable. 18 Units are 5 bedroom Senior Non Commissioned Officer Units.
The Project is located in an area that was not previously used for housing or any other use involving buildings, requiring 30+ acres of trees to be cleared prior to starting earthwork. Extensive site work was required to manage permafrost and other soil issues to make the site suitable for a large housing subdivision. Required utility infrastructure included installation of 38,000 lineal feet of underground piping systems for water, storm and sanitary sewer, steam, condensate and glycol. This work was completed in 12 working months. Installation of overhead and underground electrical and communications utilities, to full-functionality, was accomplished in 16 months. Two large mechanical buildings connect Project utilities with existing base utility services. Curb and gutter, roads, driveways and concrete were completed in a 6 month period.
This work, with the exception of the glycol heating piping, was self performed by Osborne’s workforce.
Osborne has been able to continue its exceptional record of fast-track design and construction of military housing units because of three factors. The first is the repeated use of design and trade subcontractors with extensive arctic and subarctic experience on Osborne projects. Second is Osborne’s high level of self-performed work which facilitates schedule control and maximizes use of the short Alaska Construction season. Third, Osborne utilizes panelized construction methodology.
The Project was completed 6 months ahead of schedule with cost growth only attributable to owner requested changes.
Osborne received the Alaska Department of Labor OSHA Construction Health & Safety Excellence (CHASE) Award for this Project. In addition, this project received the Associated Builders and Contractors National 2009 Excellence in Construction Award in the category of Residential Multi-Family Projects.
Family Housing Replacement
Fort Wainwright, Alaska
Osborne’s Siku Basin Project contract in the amount of $73,837,234 was awarded on March 31, 2006. This project involved the design and construction of 126 housing units and supporting infrastructure on phased fast tracked design and construction schedules in the Siku Basin area of Fort Wainwright.
The Project is located on a previously undeveloped site near the Chena River which was overlain by permafrost. These factors provided significant design and construction challenges, which required the excavation of more than 750,000 cubic yards to be completed in the 2006 construction season. Gravels were mined and reclaimed from the project site which enabled the housing units, the roads and utilities to be founded on non-frost susceptible foundations thereby obviating the problems which would have otherwise resulted from the permafrost. Osborne completed virtually all of the site and utilities work by the end of the 2006 construction season.
This was the first Fort Wainwright housing project which was designed to utilize Fairbanks municipal rather than base utilities. This required a high level of coordination with 4 different municipal utilities in both the design and construction phases of the Project.
Nine different types of housing units were designed and constructed for this project: 3 and 5 bedroom Junior and Senior Non Commissioned Officer Units, 3 bedroom ADA adaptable JNCO and SNCO units; 3 and 5 bedroom Company Grade Office units and 4 bedroom Field Grade Officer units. This Project features curvilinear streets with large play and sporting areas and is situated to take advantage of Birch Hill and Chena River vistas.
The Project was turned over for occupancy by Fort Wainwright soldiers in 4 phases, each phase at least 3 months ahead of Osborne’s fast tracked turnover schedule. The Project was completed approximately $400,000 under budget and with the implementation of numerous improvements made during construction for the benefit of the users and reduced life cycle maintenance costs.
In 2008, Osborne received the Department of the Army, U.S. Army Engineer District, Alaska 2008 Multi-Year Safety Performance Award (zero lost hours, based on over 140,000 worker-hours).
This Project has achieved a SPiRiT Gold rating.
Southern Cross FTW 295
Family Housing Replacement
Fort Wainwright, Alaska
This $36 million construction project consisted of 67 Junior Non Commissioned Officer housing units with attached garages, exterior storage, arctic spaces and associated infrastructure in the Southern Cross neighborhood at Fort Wainwright, Alaska. The design phase was a paradigm of informal partnering which continued through the construction phase of the project. The fast-tracked design was released for construction in four definable features of work: demolition; site preparation; building construction; and landscaping.
The duration of the Project when initially advertised was 820 days. However, all housing units were turned over to the customer within 447 days after issuance of the Notice to Proceed. It was achieved by means of Osborne’s innovative contracting approach and team commitment to successful execution.
The accelerated delivery and exceptional quality of this Project earned the Alaska District US Army Corps of Engineers the 2007 Project Delivery Team Excellence Award for all USACE projects worldwide. In addition, this Project received the 2007 SAME Design Excellence Award together with Helix Design Group, Inc., the 2007 Alaska AGC Excellence in Construction Award in the category of Vertical Construction Projects over $15 million, and the McGraw Hill Northwest Construction Best of 2007 Award for Project Management. This Project achieved a SPiRiT Gold rating.
Elmendorf Privatization Housing, Phase 2

Osborne entered into a contract in the amount of $76,992,000 with Aurora Military Housing LLC to design and construct 378 units of military housing and associated infrastructure at the Moose Crossing and Houston areas of Elmendorf Air Force Base in June 2004.
This Project had a very extensive and complicated design/build site and earthwork component. Osborne designed and constructed a 2 1/2 mile road, which included a bridge across Ship Creek, connecting the Elmendorf Commissary and PX to Arctic Valley Road at Fort Richardson.
Completed housing units were turned over for occupancy in phases ahead of schedule.
Elmendorf Privatization Housing, Phase 1
Elmendorf AFB, Alaska
This design-build military housing project, constructed as part of the U.S. Air Force’s Privatization program, was the first at Elmendorf Air Force Base, Alaska and consisted of both new housing and renovation of existing units. Osborne Construction’s $48 million contract with Aurora Military Housing, the developer of the project, was on a design-build turnkey basis and included all of the site and utility work, 188 units of new building construction and 200 units of renovation work. The housing units were primarily two-story townhouses configured into four-plex buildings.
The Associated General Contractors of Alaska awarded this project the “Ribelin Lowell & Company Excellence in Construction Award for Over $5 Million Vertical Construction” in 2003.
Family Housing Replacement, FY-02

The FY-02 Replacement Family Housing Project was a design/bid/build project at Fort Wainwright, Alaska. It was awarded to Osborne in October 2001 in the amount of $9,800,000. Eight existing 8-plex buildings were completed demolished and 4 new 8-plex buildings with associated infrastructure were constructed by Osborne.
Family Housing Replacement, FY-01

The FY-01 Replacement Family Housing Project was awarded to Osborne in September 2001 in the amount of $22,750,068. This design/build military multi-family housing Project consisted of demolition of seven 8-plex buildings at the North Town area of Fort Wainwright, Alaska and the construction of 40 new three and 35 four-bedroom housing units in townhouse style buildings, each with a one car garage.

This $7.6 million design-build military housing project was built for the U.S. Army Corps of Engineers at Fort Lewis, Washington. Osborne Construction Company and its’ design team designed the housing units which consist of 48 residential units. These housing units are a combination of one and two story structures. This Project was completed over four months ahead of schedule.
Improvement Family Housing, FY-92
Eielson Air Force Base, Alaska
This $5,575,000 housing project was constructed for the Department of the Air Force at Eielson Air Force Base, Alaska. The Project consisted of demolition of five 1950 vintage 8-plex units down to the existing foundation walls and reconstruction of five 6-plex military family housing units with finished basements. The 30 new units are composed of four different building types arranged in 6-plex townhouses.

The $11,062,000 AVCP housing project consisted of constructing 86 modular HUD housing units at our plant in Anacortes, Washington. These units were transported and delivered in two tandem-tow barge shipments for field installation at four remote Alaska villages: Alakanuk, Eek, Hooper Bay and St. Mary’s.
Our plant, which is on a 70-acre site, consists of a 32,000 s.f. manufacturing building, 50,000 s.f. of storage warehouses, a storage yard and a dock. This unique on-water location allows us to produce “oversize modules” that are not limited by highway size and weight restrictions.
In addition to our construction experience, we have the capability to transport the housing units and other required materials and/or equipment via barges to most locations. We perform the sitework required to complete the on-site portion of the work (i.e. earthwork, util-ities, foundation construction, module installation, etc.). Every material and equipment item necessary for the timely completion of the project is loaded along with the housing units to ensure continuity of efficient operation from our Anacortes plant to the final site installation.
