Replace Military Family Housing Units

Eielson AFB, Alaska

A four-year, four-phase design/build construction project at Eielson AFB, Alaska broke ground May 2009 and is scheduled for completion in 2012. This project will result in 349 new homes and renovation of 114 existing houses. The project is the second largest AFCEE construction project ever. The prime contractor is Lakeshore Engineering Services and Osborne Construction Company is the general contractor.

The homes will be certified in accordance with Leadership in Energy and Environmental Design (LEED) requirements and standards. LEED is a goal-oriented approach for building design and construction aimed at meeting green standards and best practices. The homes will have a 5-star energy efficiency rating and will be heated by an under-slab glycol radiant heating system that has been found to work very efficiently in extremely cold regions.

Considerable effort has been made to make each neighborhood distinctive. Buildings are configured with either three or four dwelling units. Each unit is offset from its adjacent units to allow for clear visual separation and individual identity. In addition, each housing unit is provided with an individual color scheme to define the unit as a separate home, further accentuating the unique quality of this community.

Amenities in the homes include solid surface countertops, laminate wood flooring, 6 panel painted molded interior doors, modern washers and driers, extra storage space, two-car garages and an arctic entry, which is a space between the front door and the living space where residents can come in out of the cold and take off their shoes and coats.

Osborne is self-performing all earthwork, site utilities, concrete work, rough carpentry and interior finishes.

Phase I

Demolish 132 Military Family Housing Units

Replace 129 Military Family Housing Units

Eielson AFB, Alaska

Phase I involves demolition of 132 family housing units and construction of 129 JNCO/CGO replacement units in tri-plex and four-plex building configurations. The project includes a complete site development in the Galaxy Heights and Ravens Wood neighborhoods inclusive of the utilidor and utiliduct distribution systems for water, sewer, steam, condensate and glycol. Utilidor systems also include the shut-down, abatement, demolition and replacement of utility services within an existing utilidor main along Polaris Street.

Phase II

Replace/Renovate Military Family Housing Units

Eielson AFB, Alaska

This design/build project involves demolition of 104 military family housing units and construction of 90 new military family housing units in tri-plex and four-plex building configurations in the Eielson Galaxy Heights neighborhood. The new units are four bedroom units for junior enlisted (JNCO), slab-on-grade configurations which have radiant floor heating in the ground floor slabs.

This project also involves renovation of 25 buildings in the Eielson Broadway and Galaxy Heights neighborhoods consisting of 99 military family housing units of six varying types. The improvements to the units will extend their service-life an additional 25 years.

Phase III

Replace Military Family Housing Units

Eielson AFB, Alaska

Phase III involves demolition of 12 multifamily housing units and construction of 54 replacement multifamily housing units in tri-plex and four-plex building configurations. The new units are a mix of two bedroom and four bedroom units for junior enlisted (JNCO), slab-on-grade configurations which have radiant floor heating in the ground floor slabs.

The design of the Century Park North and Galaxy Heights neighborhoods at Eielson AFB complements and integrates into the surrounding neighborhoods. A playground and open areas have been preserved being consistent with of the environmental considerations of the site. Sidewalks connect to a series of trails that connect neighborhoods with playgrounds and recreational areas. Each housing unit has a 21-foot wide driveway leading to a two car garage.

Phase IV

American Recovery & Reinvestment Act

Replace Military Family Housing Units

Eielson AFB, Alaska

Phase IV involves demolition of 72 military housing units and one garage complex and construction of 76 replacement military housing units in tri-plex and four-plex building configurations in the Eielson Century Park North and Galaxy Heights neighborhoods. The new units are a mix of two bedroom and four bedroom units for both junior enlisted (JNCO) and senior enlisted (SNCO), slab-on-grade configurations which have radiant floor heating in the ground floor slabs.
